We are currently looking for a Quantity Surveyor with to join our team in the Singapore.
Requirements:
- Diploma or Degree in Quantity Surveying or its equivalent.
- At least 3-5 years of experience in both tendering and site-based post-contract roles; geotechnical exposure preferred.
- Strong command of measurement rules and common contract forms; working knowledge of PSSCOC/SIA/FIDIC advantageous.
- Proficiency in cost systems and MS Excel.
- Negotiation, communication, and stakeholder management skills with a solutions mindset
- Familiar with Office 365 suite and proficient in MS Office
- Meticulous with a good commercial acumen.
- Strong communication and negotiation skills in English.
Responsibilities:
- Pre-contract and tendering
Study ITT, drawings, specifications, geotechnical data, method statements, and contract conditions to identify price and commercial risks.
Build detailed BOQs and measurement take-offs or project measurement rules.
Develop cost plans and pricing models including labour, plant, materials, prelims, indirects, overheads and profit.
Prepare clarifications, qualifications, departures, and risk registers for tender submissions.
Support value engineering and alternative proposals with quantified cost and time impacts.
Contribute to bid reviews and secure internal approvals for price and terms. - Procurement and subcontractor management
Draft and negotiate RFQs, bid comparisons, LOIs, and subcontracts with defined scope, rates, unit breakdowns, milestones, and payment terms.
Align flow-down of head-contract obligations, warranties, and insurances.
Administer change, back-to-back variations, and performance management of vendors and subcontractors.
Maintain live procurement schedules and cost commitment logs. - Contract administration
Interpret and administer contract conditions (e.g., PSSCOC, SIA, FIDIC or client bespoke). - Progress measurement and payments (As when require)
- Agree measurement rules and valuation methodology with the client’s QS/Engineer.
Produce monthly valuations and payment applications with supporting measures, photos, and lab test evidence.
Certify subcontractor progress claims, retention, set-offs, and contra-charges. - Risk, governance, and compliance
Ensure compliance with company approval matrices, audit requirements, and statutory obligations.
Support insurance notifications, bonds, guarantees, and securities. - Deliverables
Tender quantity takingoff, BOQs, priced schedules, clarifications, and risk registers.
Payment applications and certification trackers.(if required) - Subcontract packages, comparisons, and contract documents
Working hours: 8:30 am - 6:00 pm (Mon - Fri)
Work schedule: 5 days (Mon - Fri)
